5. 国民健康保険料は納期限までに納めてください
Please pay the National Health Insurance Premium, Kokumin Kenko
Hokenryo, by the due date

As National Health Insurance Premium is source of revenue for the insurance
benefit, therefore, it is very important to make payment by the due date without
fail. For this payment, account transfer payment is convenient.
■If it is kept unpaid
Except special case such as disaster, if you continue non-payment of the premium,
the following measures are conducted.
1) Your health insurance benefit from high-cost medical care and other benefits
will be allocated to your unpaid insurance payment.
2) Depending on period of the unpaid premium, the validity term of your health
insurance certificate will be shortened, so called “short term health insurance
certificate” will be issued instead or “insured qualification certificate” is issued
which you have to pay all the medical bills each time temporarily.
3) Seizure of property may be conducted.
■ Getting or losing the qualification of “National Health Insurance”
1) When you leave your job or newly move into Toyokawa from other places,
please apply for the qualification of “National Health Insurance”, and the
insurance premium becomes effective. If application is delayed, you may have
to pay the insurance premium which is calculated back to the day of qualification
occurrence, so please complete the registration WITHIN 14 DAYS.
2) The insurance premium will be imposed on householder. A householder is the
tax debtor for national health insurance. Even though the householder has the
Social Health Insurance, in case of the family members belonging to National
Health Insurance, the notification is addressed to the householder.

For water bill etc. to be paid from September, d payment and FamiPay will be
available.

Eligibility: For water and sewage fee, notification with barcode
Available service: PayPay, LINE Pay, PayB, BankPay (Japan Post Pay etc.), au
Pay (Payment with bills), Rakuten bank convenience store payment service, J-
Coin, d payment, and FamiPay
Period: Until the validity period of barcode printed on the notification
7. 日本語能力試験の受験費を補助します
Subsidy for examination fee, Japanese Language Proficiency Test

Toyokawa city provides subsidy for the examination fee to persons who passed
Japanese Language Proficiency Test on Sunday, July 3, 2022.
Eligibility: Non-native speakers of Japanese. Students who live and belong to
elementary and junior high schools in Toyokawa and its family members, or
students of Kogitsune Kyoshitsu and its family members etc.
Amount of subsidy: 2,500 for person who passed the exam
Application: Please come to International and Civic Activity Division (Shimin
Kyodo Kokusai Ka) in City Hall after receiving result notification letter and bring
following things.
Necessary things:(All the following things must be submitted.)
1) Result notification letter of JLPT
2) Residence Card (Zairyu Card)
3) Bank book, to receive the subsidy into the bank account
Others: The subsidy service ends when the budget is used up. From this fiscal
year, eligibility is limited to person who passed the exam.
8. 高齢者インフルエンザ予防接種
Vaccination against influenza for the elderly
Health Center (Hoken Center)
Period: From October 1, 2022 to January 31、2023
Eligibility: Person aged 65 and older, and person aged 60-64 who has Physically
Disabled Person’s Handbook Level 1 (Cardiac, renal, respiratory, or immunity
disorder due to HIV)
Expense: 1,500 yen (Free of charge for household on welfare and household
exempted with resident tax)
Application: Medical checkup sheet will be sent to eligible person in the end of
September. Those who wish to take vaccination are requested to make a
reservation directly to commissioned medical institutions written on the backside
of medical questionnaire sheet.
