1.キュパティーノ市から中学生使節団が5年ぶりに来訪
Junior high school student delegation from the city of Cupertino visited Toyokawa city for the first time in 5 years
From June 27 (Thu.) to July 3 (Wed.), a delegation of 19 persons (16 junior high school students and 3 chaperones) from the city of Cupertino in California, a sister city visited Toyokawa city for the first time in 5 years. The delegates did homestay at junior high school students’ houses in the city and got to know each other. During their stay in Toyokawa city, they experienced Zazen at Toyokawa Inari Temple, Japanese tea ceremony at Sakuragaoka Museum, visited Toyokawa Naval Arsenal Peace Memorial Park, and participated in the classes at Ichinomiya junior high school. They could feel cultural difference etc. at first hand. In October, a delegation of junior high school students from Toyokawa city will visit the city of Cupertino.

■Kindergartens (Yochi-en):
Kindergartens provide various educational programs depending on the child’s development. Application guidelines and forms will be distributed from September 2 (Mon.) and application acceptance will start from October 1 (Tue.) at each Kindergartens.

■Nursery school (Hoiku-en) / Small-size childcare establishment (Shokibo Hoiku Jigyosho) / Childcare establishment in the company (Jigyoshonai Hoiku Jigyosho):
Nursery school is the facility that takes care of children whose guardian(s) is (are) unable to take care of the children due to employment, childbirth, or other reasons. Application forms will be distributed at respective facilities, Nursery School Administration Division (Main Bldg. 1F), or Child Rearing Support Center from September 12 (Thu.), and they can be downloaded from city website, too. Applications will be accepted from September 12 to September 29 on city website, from October 1 to October 15 at respective facilities. Please apply to the facility of your 1st choice. About opening hours and implementation of nursery with extra staff etc., please see city website or contact Nursery School Administration Division. Those who wish to see the facilities, utilize small experiencing stay etc. at respective facilities. 3.子育て世帯加算給付金(1人5万円)
Additional Benefit for Child Rearing Household (50,000 yen per person)
Additional Benefit for Child Rearing Household is paid to child rearing household under the influence of rising price of things.
Eligible household:
Household eligible for Support Benefit for Resident Tax Exempted Household for the Fiscal Year 2024 (100,000 yen) (Excluding household which was eligible for Additional Benefit for Child Rearing Household in the fiscal year 2023)
Eligible child:
Child aged 18 or younger belonging to the same household as of June 3, 2024 (Child born on April 2, 2006 or after). There are some exceptional cases for eligibility by application in case of household which has a child born on June 4, 2024 or after, child living separately but sharing the livelihood etc.
Sum of the payment:
50,000 yen per eligible child
Application:
By November 15 (Fri.) (Postmark on this date is valid.). Fill in the necessary items on Payment Requirement Confirmation Form for Additional Benefit for Child Rearing Household, and send it back in enclosed return envelope. There is examination after application.

Support benefit for admission to private kindergarten is planned
To reduce expense paid by guardian for its child’s admission to kindergarten, support benefit for admission to private kindergarten is planned for guardian whose child will enter kindergarten in Toyokawa city from the fiscal year 2025.
Eligibility:
Guardian with Basic Resident Register of Toyokawa city at the point of admission day, whose child will enter kindergarten in Toyokawa city from April 2025 and after
Eligible facilities:
Aichi Futaba Yochi-en (Shimonogawa Cho), Hanai Yochi-en (Shinjuku Cho), Saimyoji Yochi-en (Yawata Cho), Toyokawa Yochi-en (Saiwai Cho), Komyoji Yochi-en (Nishiyutaka Machi)
Sum of the payment:
30,000 yen (per child, only once)
Application:
Fill in the application form which is distributed after admission, and submit it to the kindergarten which your child enters.
Payment period:
For child entering kindergarten in April, the benefit will be paid in the end of May, and for child entering on the way of the fiscal year, it will be paid for respective occasion from the city to the designated account of financial institution.

5.本年度の国民健康保険料をお知らせします
National Health Insurance premium for the fiscal year 2024
National Health Insurance premium for the fiscal year 2024 is fixed. Annual insurance premium is divided in 8 terms from August to March and paid. “Notification of payment for the fiscal year 2024” will be sent in postal mail in the middle of August.
■Reduction system for National Health Insurance premium
(Application is required.)
As of April 1 in 2024, household who meets any of the following cases can get
reduction for National Health Insurance premium.
Eligibility:
Household whose total annual income in 2023 is the regulated amount or lower and,
1. A single parent household rearing a child/ children, aged 19 or younger.
2. A householder who has Physically Disabled Person’s Handbook (Shintai Shogaisha Techo), Rehabilitation Handbook (Ryoiku Techo), or Mental Disability Certificate (Seishin Shogaisha Hoken Fukushi Techo).
Application:
For household 1, bring Notification of payment for the fiscal year 2024 and Medical Recipient Certificate for Single Parent Family, and for household 2, bring Notification of payment for the fiscal year 2024 and disability certificate to Insurance and Pension Division (Main Bldg. 1F) directly.

6.児童福祉各種手当の現況届の提出
Submit the current status, Genkyo Todoke, for child welfare allowance
Persons who receive Child Rearing Allowance, Prefectural Orphan Allowance, and Municipal Orphan Allowance, need to submit the current status, Genkyo Todoke etc. Notification will be sent in the beginning of August and application will be accepted until August 30 (Fri.) at Child Rearing Support Division (Main Bldg. 1F). Please note if you do NOT submit the current status, Genkyo Todoke etc., the allowance will NOT be paid from this November.

7.市遺児の育成をはかる手当を支払います
Allowance for bringing up orphans will be paid (Municipal Orphan Allowance)
August payment quota (For July and August) is paid on August 15 (Thu.) to designated bank account. Since there will not be individual notifications, please do self-confirmation with bank book etc.

8.国民健康保険被保険者証が新しくなります
National Health Insurance certification will be renewed
National Health Insurance certification will be renewed from September 1. Its validity period is until December 1, 2025.
If a person becomes 75 years old before the end of validity period, the day before the person’s 75-year-old birthday will be the end of validity period for the person.
New insurance certification will be mailed to each household in the beginning of
August by recorded delivery. Please bring your old insurance certification to Insurance and Pension Division (Main Bldg. 1F), respective branch offices, or Prio Service Center from September 1 or cut it up for not to leak personal information.

Panoramic X-ray photography of adult dental checkup
For person who became 20 or 30 years old in the fiscal year 2024, panoramic X-ray photography is available at adult dental checkup.
Period:
Until February 28 (Fri.) 2025
Eligibility:
Person born between April 2, 1993 and April 1, 1994, or person born between April 2, 2003 and April 1, 2004

Things to bring:
Dental checkup ticket, insurance certification, ID such as driver’s license, residence card (Zairyu card)
Application:
Dental checkup tickets are mailed to eligible persons. For those who wish to take the checkup, make a reservation directly to the dental clinics written on the leaflet enclosed with dental checkup ticket.
